PHA’s Development Department has received national recognition for the design and historic preservation of several of its properties.
The department brings our real estate development activities in all neighborhoods.
We do this through our long-range budgeting process for Conventional and Scattered Site revitalization projects, as well as for newly acquired sites.
The process includes, but is not limited to:
- Participation by resident leadership, community leaders, and representatives in PHA planning efforts.
- Development of major funding applications/ proposals for public and private funding.
- Marketing assessments that will guide PHA in determining investments needed to broaden neighborhood revitalization.
Our Development Department has three divisions:
- Program Development identifies and facilitates development opportunities in the City that ensure the long-term viability of PHA’s housing stock. It has supervised the design and construction over $1 billion in modernization and new construction initiatives, creating more than 6,100 new or modernized units and Community Centers for PHA residents. This division also conducts engineering analyses and surveys, so that we have the most cost-effective means and methods to reduce energy consumption.
- Program Management monitors, manages, and reports on the construction phases of all HOPE VI and Mixed Finance Projects. This program allows for a mix of public and private funding to aquire land and develop public housing, market rentals and home ownership. Program Management also handles all PHA’s utility administration that includes water/sewer, natural gas, heating oil, and electric.
- Program Policy provides planning and legal services for the development and management of PHA’s real estate and associated programs, such as Homeownership and project-based Section 8.
