The primary
purpose of the Office of the General Counsel is to ensure that the
Philadelphia Housing Authority receives the highest standard of
legal representation. The General Counsel serves as the chief legal
advisor to the Board of Commissioners, the President &
CEO, and all Department Directors on all legal matters
involving or relating to PHA, including litigation, public housing
law, Housing Choice Voucher Program (HCVP), HUD rules and
regulations, landlord and tenant issues, real estate,
redevelopment, contracts and procurement, personnel, employment,
labor relations, relevant local and federal statutes, inter-agency
issues and other administrative functions. The General Counsel
operates under the general administrative direction of the
President & CEO with a reporting relationship to the Board of
Commissioners.

legal papers will only be accepted on Tuesday and Thursday morning
between the hours of 9:00 am and 12:00pm by Frank D'Adamo,
Administrative Assistant II, Office of the General Counsel. This
includes legal papers that require personal service, including
service of summonses, complaints, petition, and subpoenas.
