PHA provides affordable housing to more than 80,000 Philadelphia families by effectively administering two federally funded programs, the Public Housing Program and the Housing Choice Voucher program.

In its Public Housing Program, PHA operates approximately 14,000 rental housing units. Through the Housing Choice Voucher program, PHA administers approximately 18,000 vouchers to help families pay rent in privately owned apartments.

Applying for the Housing Choice Voucher Program
The Housing Choice Voucher program is a rental subsidy program paid directly to private landlords. It will be your responsibility to find an apartment and/or house owned by private landlords who are willing to participate.

PHA opened the waitlist for the Housing Choice Voucher Program on March 2, 2010 and processed more than 53,000 phone and online applications before closing on March 15, 2010 at 6PM. At this time, the waitlist is closed. If the waitlist is reopened in the future, the public will be notified through TV, radio and print advertising.

Applying for the Public Housing Program
PHA’s rental portfolio is separated into two categories; conventional sites and privately managed sites. Conventional sites include traditional developments and scattered-site properties. Applications for conventional sites are accepted Monday through Friday at 712 N. 16th Street, between the hours of 9 a.m. and 2 p.m.

PAPMC properties are privately managed, tax credit-financed sites and each maintains its own waiting list. Applicants must apply at the individual sites. The screening process and ready pool of applicants also works in the same manner as public housing.

PHA is currently developing an online application for its Public Housing Program as well as a site-based application process, which centralizes and simplifies the application process.

When your name has reached the top of the waiting list, you will be screened for suitability and eligibility. Upon completion of the screening process, your application/file will be placed in a ready pool for housing. Based in unit availability, in your bedroom size, you will be contacted for Home Selection. During the application process, you may check on the status of your application by calling (215) 684-4500. Hearing Impaired: 711 or TTY-800-654-5984.
