How to Apply for Public Housing

You may apply for Conventional public housing or the Housing Choice Voucher Program (Section 8). The application process for the Housing Choice Voucher program is currently closed. The public will be notified through newspapers and community outreach as to when the voucher program will be accepting applications.

   

Conventional public housing and Housing Choice Voucher are two separate programs requiring a separate application process.

 

The Housing Choice Voucher program is a rent subsidy program paid directly to private landlords. It will be your responsibility to find an apartment and/or house owned by private landlords who are willing to participate in the Housing Choice Voucher program. For more information regarding the program, please call (215) 684-4000. 

Conventional housing are developments managed by the Philadelphia Housing Authority, and include Scattered Site housing. Scattered Sites are housing units, mostly apartments, scattered throughout the city. Applications for Conventional housing are accepted at 712 N. 16th Street, between the hours of 9:00 a.m. and 2:00 p.m., Monday through Friday. 


Applications are processed based on date and time. When your name has reached the top of the waiting list, you will be screened for suitability and eligibility. Upon completion of the screening process, your application/file will be placed in a ready pool for housing. Based in unit availability, in your bedroom size, you will be contacted for Home Selection.

If there is a change of address, phone number, family size or a need for an accessible unit if you are disabled, it is your responsibility to contact and/or come into the Admissions office to complete an update form.

Please bring photo identification when making any changes to your application. Updates are also accepted between the hours of 9:00 a.m. and 2:00 p.m., Monday through Friday.

 

An affiliate of PHA called PAPMC manages tax credit-financed sites throughout the city. These sites maintain their own waiting lists and applicants must apply at the individual sites. The hours to apply are the same as the public housing Admissions office. The screening process and ready pool of applicants also works in the same manner as public housing.
