The Scattered Sites Housing Operations division has met and exceeded many of its goals. The success of the property management tools in place is exemplified in the annual grades received via the tracking of benchmarks and the Public Housing Assessment System (PHAS) report.

Any deficiencies identified are the direct result of the increase in vacant units leased and the implementation of strict enforcement of leases. The lease compliance team works hand-in-hand with the management staff in addressing the violators of the PHA dwelling lease. This collaboration has assisted many residents in being more responsive to the lease requirements and also resulted in the eviction of many violators.
Work Orders
Over the past three years approximately 1,042 vacant scattered site properties have been rehabilitated and made available for leasing. The average turnaround time for non-emergency work orders is 10 days. (In 1997, the average wait was 209 days.) Emergencies are addressed within 24 hours.
Vacancy Reduction
Due to the home selection initiative that is in place to address the prompt leasing of our properties, vacancies are down to 10.61%. Aggressive efforts are in place at PHA to prepare units for leasing, and management has been able to service more residents and applicants who have been patiently waiting to be housed due to the need for emergency transfers or new applicants to the agency.
