Paschall Village features 100 new homes, 20 of which are
wheelchair accessible. The development also incorporates a number
of sustainable features including central geothermal heating and
cooling, solar domestic hot water, solar panels, and a rainwater
harvesting/irrigation system.
(Philadelphia - November 30, 2011) - The
Philadelphia Housing Authority has transformed the Paschall
neighborhood in Southwest Philadelphia with its newest development,
Paschall Village, which features the latest in green
technology.
The new 100-home development replaces Paschall Apartments, which
was built in the mid-1960s and was outmoded and energy inefficient.
The revitalized site improves the aesthetics of the neighborhood
with an attractive network of open space, creating a greater sense
of community and improving safety conditions while strengthening
the neighborhood's character.
Paschall Village is PHA's most ambitious green development to
date, using high performance green products. It features
central geothermal heating and cooling, solar domestic hot water,
solar panels, rainwater harvesting/irrigation system, hardwood
floors, and Energy Star fixtures and equipment.
"Paschall Village is a shining example of PHA's commitment to
building green, energy efficient, sustainable developments," said
Michael P. Kelly, PHA Administrative Receiver/Executive Director.
"We intend to be a leader and set an example in this field.
Philadelphia has always been an incubator for innovation in many
areas, and this new site fills the bill."
The new Paschall offers 1, 2, and 3 bedroom homes ranging from
700 to 1,550 square feet. Twenty of the units are handicapped
accessible. The site also contains a 4,000 square foot community
center and management office building with a computer lab.
Funding for the $38 million development came from several
sources including stimulus funds specifically designated for
energy-efficient developments, low income housing tax credits
(private equity), and Redevelopment Assistance Capital Program
Funds from the state. Over the last two quarters of 2011, the
Paschall development has averaged 102 full time equivalent
positions in 18 building trades. Stimulus funding paid for a
third of those positions.
"Everyone can be proud of the new Paschall Village development,"
said Pennsylvania Housing Finance Agency Executive Director Brian
Hudson. "It will be a wonderful place to live, with an attractive
design, energy efficient construction, and easy access to public
transportation. Plus, it will be a great complement to the
residential and commercial mix of Southwest Philadelphia."
Paschall Village is bounded by 72nd Street, Paschall
Avenue, Cobbs Creek Parkway, and Lloyd Street in Southwest
Philadelphia.
