About Section 3:
Section 3 is a provision in the Housing and Urban Development
Act of 1968 (12 U.S.C. Section 1701u and 24 C.F.R. Section 135)
that seeks to ensure that economic opportunities, to the greatest
extent feasible, are given to low and very low-income
persons. Under Section 3, certain vendors must provide
hiring, training, contract opportunities, and/or other economic
opportunities to Section 3 residents and businesses.
