PUBLIC HEARING NOTICE OF THE

PHILADELPHIA HOUSING AUTHORITY

PURSUANT TO SECTION 147(f)

OF THE INTERNAL REVENUE CODE OF 1986, AS AMENDED

Notice is hereby given, in compliance with the requirements of Section 147(f) of the Internal Revenue Code of 1986, as amended (the “Code”), that the Philadelphia Housing Authority (“PHA”) will hold a public hearing on Tuesday, September 30, 2025 at 10:00 a.m. at its offices located at 2013 Ridge Avenue, Philadelphia, PA 19121, to discuss its proposal to issue its “exempt facility” bonds or notes to provide financing for the following qualified residential rental projects pursuant to Section l42(a)(7) of the Code.

WESTPARK BUILDING A – PHA proposes to finance an exempt facility using tax exempt volume cap in an aggregate principal amount not to exceed $28,152,000 to finance a portion of the cost for the acquisition and new construction of Westpark Building A, which will include a total of 145 units of which 73 will form a qualified residential rental project. Westpark A LIHTC Tenant LLC, or another entity related to the principal user of the project, Westpark Community Partners LLC, will own the project and will borrow the proceeds of the financing. Westpark Building A is located at 4401 Holden Street, Philadelphia, Philadelphia County, Pennsylvania.

WESTPARK BUILDING B – PHA proposes to finance an exempt facility using tax exempt volume cap in an aggregate principal amount not to exceed $40,020,000 to finance a portion of the cost for the acquisition and new construction of Westpark Building B, which will include a total of 141 units of which 76 will form a qualified residential rental project. Westpark B LIHTC Tenant LLC, or another entity related to the principal user of the project, Westpark Community Partners LLC, will own the project and will borrow the proceeds of the financing. Westpark Building B is located at 4401 Holden Street, Philadelphia, Philadelphia County, Pennsylvania.

At the public hearing, any and all persons in attendance will be afforded an opportunity to comment on the proposed projects and the issuance by PHA of its bonds therefor. Any person may also testify in writing by mailing a written statement to the Secretary at the address listed below before the hearing.
