Introduction
The Philadelphia Housing Authority (PHA) is incorporating this Rental Assistance Demonstration (RAD) Significant Amendment into its FY 2023 Moving to Work (MTW)
Annual Plan as required by the US Department of Housing and Urban Development (HUD). The amendment provides information on PHA’s planned activities under the RAD Program.
Pursuant to this Amendment, PHA will:
- Transfer assistance from 34 scattered site units to the proposed Old First House new construction development to be developed by Community Ventures;
- Transfer assistance from 29 scattered site units to the proposed Janney Apartments new construction development to be developed by HumanGood East;
- Subsidize 45 units at the Father Augustus Tolton Place new construction development to be developed by Catholic Housing and Community Services pursuant to HUD’s Faircloth to RAD initiative;
- Subsidize 38 units at the Compassion Senior Living new construction development to be developed by Community of Compassion, Inc. pursuant to HUD’s Faircloth to RAD initiative; and,
- Subsidize 48 units at the NewCourtland Apartments at St. Barts Phase 2 new construction development to be developed by NewCourtland pursuant to HUD’s Faircloth to RAD initiative.
