Distinguished Litigator as Deputy General Counsel for Litigation

Distinguished attorney Sherry A. Swirsky joins PHA as the new Deputy General Counsel for Litigation.

(Philadelphia, PA, September 20, 2011) -Philadelphia Housing Authority General Counsel Barbara Adams has begun restaffing of PHA's Office of General Counsel. She has hired Sherry A. Swirsky as Deputy General Counsel for Litigation.

Swirsky will be responsible all litigation matters for the Authority. She will oversee in-house lease enforcement litigation, as well as litigation handled by outside counsel, including matters covered by the Housing Authority Risk Retention Group, one of the agency's insurers. Swirsky will also manage the process of developing the capacity to handle more litigation in-house as PHA works to reduce its expenditures for outside legal work.

Barbara Adams, General Counsel for PHA, said Swirsky is a remarkable legal talent who's very experienced and energetic.

"Sherry comes to PHA after decades of private complex litigation practice with an excellent law firm, plus the background of several years of public law department management," Adams said. "I am thrilled that an attorney having Sherry's skills and scope has agreed to join PHA to represent PHA in litigation matters and to help me build the Office of General Counsel with more qualified attorneys who will be able to protect PHA's rights and assist PHA in developing and maintaining quality public housing."

Ms. Swirsky has been ranked as a leading antitrust lawyer by America's Leading Lawyers for Business and The Best Lawyers In America. She was also named one of the state's "Super Lawyers" from 2004 thru 2009 for her work in antitrust and education law.

Ms. Swirsky graduated from New York University School of Law and Colgate University, where she was one of the first women admitted to the formerly all-male college.

She spent 28 years at the Schnader Harrison law firm in Philadelphia before serving 3 years as General Counsel of the School District of Philadelphia. She currently serves as a Vice-Chair of the Free Library of Philadelphia Board of Trustees and completed a term on the Library Foundation Board of Directors. Swirsky also served on the Federal Judicial Nominating Commission. She has written and spoken widely on antitrust law, complex litigation management, and election law.

Her service begins on October 3. Her annual salary is $140,000.
